ICF seeks a RISE Home Agent to work in the Disaster Management division. This position is Remote to California residents in the United States with required travel.
Compensation: While the range below is broader, this position will offer a base salary in the Upper 60’s to Low 80’s.
The RISE (Rebuilding Incentives for Sustainable Electric) Homes program is aimed at assisting homeowners affected by wildfires or natural disasters since 2017 with reconstructing all-electric homes. The RISE Home Agent will be responsible for reviewing applications for eligibility with program requirements, assisting/entering applications for the program, and promoting the use of electric-powered technologies and appliances. The RISE Home Agent will work closely with disaster impacted community members, home builders and manufacturers, and state-wide stakeholders to facilitate the reconstruction of all electric homes and the adoption of energy-efficient solutions that align with environmental and program goals.
Key Responsibilities:
• Work as part of a team providing advisory services for the RISE Homes program.
• Manage the eligibility requirements process for participants applying to the RISE Homes program.
• Work within the RISE Homes program system of record and ensure applications continue through the process in a timely manner.
• Provide guidance and support to applicants regarding incentive opportunities and application processes.
• Assist in the implementation of RISE Homes incentive programs for all-electric reconstruction.
• Effectively communicate incentive program benefits to applicants and ensure the communications are consistent and in line with program requirements.
• Stay informed about industry trends and regulatory changes that may affect incentive program offerings by ensuring continual review of updated guidance and policies.
• Ensure construction/re-construction of eligible structures, including single-family homes, manufactured homes, modular homes, ADUs, and multifamily buildings align with RISE Homes program eligibility requirements.
• Collaborate with RISE team members for application review, acceptance, and incentive payment processes.

MUST HAVE Qualifications:
• Bachelor’s degree in a related field such as Disaster Recovery, Environmental Science, or equivalent; or 5+ years of experience in disaster management, energy efficiency programs, rebate program management, or a related field.
• Able and willing to work in a dynamic environment both remotely and on-site, deploying to recovery centers throughout California for up to four weeks at a time (deployments are contingent upon disaster events, and RISE Agents are anticipated to deploy once or twice per year depending on number of events).
• Able and willing to work a flexible schedule that can accommodate some evening or weekend work as may be required.
• Must have a valid driver’s license and successfully pass a Motor Vehicle Records (MVR) check.
Preferred Experience: (may set candidates apart)
• Customer service experience with a wide range of participants and organizations.
• Previous experience supporting disaster recovery operations.
• Experience of successfully assisting participants through disaster application processes.
• Experience in energy efficiency rebate programs and technologies.
